One year of good governance in Jammu & Kashmir and Ladakh
It is one year since the momentous decision by the Government of India to non-operationalize Articles 370 and 35A of the Indian Constitution and reorganizing the erstwhile state of Jammu & Kashmir into the Union Territories (UTs) of J&K and Ladakh. The decision paved the way for full integration of J&K with the rest of the country and delivering good governance and socio-economic justice to the people of J&K and Ladakh. Over the past year, the government’s vision has been put into effect leading to positive changes in lives of people of J&K. All central laws, including those progressive legislations meant for protecting and promoting social, economic and political rights of women, children and underprivileged and providing reservations for disadvantaged sections of the society, are now applicable to the UT of J&K.
Local governance structures have been strengthened - elections to Block Development Councils took place for the first time in October 2019 with voter turnout of 98%. For the first time, women benefitted from reservation in Councils bringing them into mainstream politics. Over USD 200 million transferred to local Panchayats during the last year.
On the economic front, J&K government organized a Global Investors Summit in New Delhi showcasing investment opportunities in the UT of J&K in 14 focus sectors. Investment roadshows across the country led to signing of 168 MOUs worth USD 1.8 billion.
50 new educational institutions catering to 25000 students were established in J&K. With a focus on creating world class health infrastructure, 7 new medical colleges, including two AIIMS, 5 nursing colleges and a State Cancer Institute are planned. The government also approved setting up of two Centers for Invention, Innovation, Incubation & Training (CIIIT) and two Information Technology (IT) Parks.
Several languishing development projects were expedited and many new projects were announced/inaugurated during the last one year, in the sectors of connectivity, housing, electrification, drinking water supply, flood mitigation and agriculture. The first ever Indian Winter Games were held in Gulmarg in March 2020 with participation of over 900 athletes from across the country. Sports infrastructure is also being ramped up with the government planning a sports complex in every district and floodlighting and turf in major stadiums.
Lastly, J&K has been among the best performing states/UTs in the country in containing the coronavirus outbreak. With high testing rate (44744 per million inhabitants), aggressive contact tracing, dedicated COVID-19 hospitals and hard work of doctors and medical staff, UT of J&K has been consistently performing better than most states. To mitigate the economic impact of the pandemic, the Government of India has announced a relief package of USD 50 million for the UT. |
Overview of India’s Development Partnership
1. Despite its own resource constraints, India has been sharing its developmental experiences and technical expertise with other countries in the spirit of “Vasudhaiva Kutumbakam”. India’s approach to development is mainly human-centric and is marked by Respect, Diversity, Care for the Future, and Sustainable Development. For India, the most fundamental principle in cooperation is respecting development partners and be guided by their development priorities. India’s development cooperation does not come with any conditions.
2. Indian model of developmental cooperation is comprehensive and involves multiple instruments including grant-in-aid, line of credit and capacity building and technical assistance. Depending on the priorities of partner countries, India’s development cooperation ranges from commerce to culture, energy to engineering, health to housing, IT to infrastructure, sports to science, disaster relief and humanitarian assistance to restoration and preservation of cultural and heritage assets.
Lines of Credit
3. Development assistance in the form of concessional Lines of Credit (LOCs) is extended by the Government of India under the Indian Development and Economic Assistance Scheme (IDEAS) through the Exim Bank of India. More than 300 LOCs worth US$ 30.66 billion have been extended to 64 countries. The projects under the LOCs cover critical infrastructure sectors such as transport connectivity through railways, roads and ports; power generation and distribution; agriculture and irrigation; manufacturing industries, healthcare, education and capacity building. So far about 300 LoC projects have been completed while more than 260 projects are under implementation.
Grant-in-Aid projects
4. A number of grant-in-aid projects, aggregating around US$ 4 Billion, covering various sectors such as infrastructure, hydroelectricity, power transmission, agriculture, education, health, Industry etc, as prioritized by the host governments, are under implementation in Afghanistan, Bangladesh, Bhutan, Myanmar, Maldives, Nepal Sri Lanka, Mauritius, Seychelles and other countries. Beyond India’s neighbourhood in South East Asia, Central Asia, Africa and Latin America, bilateral projects in Information and Computer Technology (lCT), Small & Medium enterprises and archaeological conservation have been undertaken.
Capacity Building and Technical Assistance
5. Capacity building assistance is an important strand of India's development partnership programme. The Government of India provides capacity building support to other friendly countries in various forms such as civilian and military training programmes in India, training on-site abroad, deputation of Indian experts, establishment of centres of excellence in IT and vocational training centres.
India for Humanity
6. In October 2018, the ‘India for Humanity’ initiative was launched to commemorate the 150th birth anniversary of Mahatma Gandhi and honour his service to humanity. In collaboration with the NGO Bhagwan Mahaveer Viklang Sahayata Samiti (BMVSS), popularly known as “Jaipur Foot,” the programme features year-long series of artificial limb fitment camps in a number of countries.
7. In the current Corona crisis, India has extended COVID-related medical assistance including testing kits, protective gear and Hydorxychloroquine and other medicines to around 90 plus countries across the globe and its role as a reliable supplier of pharmaceauticals and medicines is globally recognised and appreciated. Apart from supply of medical relief, India also extended technical assistance by way of despatching rapid response teams to Kuwait and Maldives. Several e-ITEC webinars on handling the Corona pandemic have also been hosted for sharing experience and best practices with experts from other countries.
Cooperation in Cultural and Heritage projects
8. With Government of India’s assistance programme, more than 50 cultural and heritage projects have been completed and currently around 25 cultural and heritage projects are under implementation in various countries.

Israeli Tech to Help Indian Hospitals Diagnose Coronavirus
Apollo Hospitals will integrate the artificial intelligence technology of Israeli company Zebra Medical Vision to assist its doctors with diagnosing coronavirus (Covid-19). Zebra-Med’s solution is based on a machine-learning algorithm that analyzes computed tomography (CT) of suspected Covid-19 patients and helps measure the percentage of affected lung-burden volume relative to the entire lung volume. Zebra-Med software offers key insight into disease severity and enables doctors to diagnose and evaluate patients swiftly and effectively
Collaboration between Zebra-Med and Apollo began in March 2019, when the company announced it was deploying AI-based tools at scale across India, supported by India-Israel Industrial R&D and Technological Innovation Fund. June 1, 2020

CardiacSense signs $32.4m medical watch Indian deal
Israeli medtech company CardiacSense, which has developed a medical watch for remote patient vital signs monitoring and detection of fever, heart arrhythmias and chronic diseases, has announced the signing of an exclusive distribution agreement in India worth at least $32.4 million. As part of the agreement, CardiacSense will supply 150,000 medical watches for use in hospitals, home hospitalizations and monitoring chronically ill patients, over the next 4 years to Xplore Lifestyle Solutions, which has been operating in India for the past 40 years as a manufacturer and distributor of medical rehabilitation products. Affle to acquire Appnext to strengthen the mobile app recommendation platform globally
Affle (India) Limited through its subsidiaries (“Affle”), announced the signing of definitive agreements to acquire full control of Appnext Pte. Ltd., Singapore (an Israel-based company) and 100% IP of Appnext app discovery and recommendation platform with immediate effect. Affle will initially acquire 66.67% equity ownership in Appnext Singapore, with a clear path to acquire 100% equity ownership upon attainment of mutually agreed growth targets. June 9, 2020

Israeli scientists head to India to develop rapid coronavirus tests A senior delegation from Israel’s Directorate of Defense Research and Development (DDRD) visited India to develop new and rapid coronavirus tests in cooperation with their Indian counterparts, while treating Indian patients with coronavirus. The Israeli team plans to bring new technologies, on which they had recently worked and tested to fight the COVID-19 pandemic, in order to complete their research and to help India fight the novel coronavirus. Israeli and Indian scientific cooperation in this matter has been going on over several months. The delegation plans to test four different technologies for detecting coronavirus: sound waves, breathalyzers based on teraherz waves, isothermic identification and checking polyamino acids. The sound wave testing is based on findings that coronavirus patients’ voices change in the early stages of the illness. The Israeli delegation of 20 people is led by Israeli Ambassador to India Ron Malka and Military Attaché to India Col. Asaf Meller, as well as Prof. Nati Keller, an infectious diseases expert from Sheba Medical Center and Itai Gordon, head of the Health Ministry’s innovation department. DDRD representatives will join them, as will engineers and developers from private sector companies that had developed the new technologies. July 23

CPD launches Israeli disinfectant technology in India
Health-tech firm CPD India said it has launched disinfectant solution developed by Israel's nano-technology coatings manufacturer Nano Z Coating to provide safety from highly contagious COVID-19 virus. This technology is being effectively used already in Israel across airports, railways, hospitals, malls, work spaces and is pre-approved on GeM by the Indian government, CPD India said in a statement. CPD Alco-Sterile, a nano-technology-based spray, with one application, provides continuous disinfection for 12 hours, it added. It has been validated and tested for effectiveness in food and medical industries and will protect hospitals, cinemas, gyms, hotels, restaurants, which are considered as high risk areas for the spread of coronavirus. The coating by the product allows for a complete day's sanitisation with a one-time application. 23 July
